Tucson Opens Grants for Storefront Makeovers in Thrive in the 05 Neighborhood

The City of Tucson is offering up to $500,000 in construction grants for exterior storefront renovations within the Thrive in the 05 area, and separate historic-preservation grants for properties in the Historic Miracle Mile District. The City of Tucson is launching a targeted renovation effort aimed at improving the appearance and commercial vitality of a neighborhood one mile north of downtown. The Housing and Community Development Department will administer the Thrive Storefront Renovation Project, which will provide up to $500,000 in construction funding to support exterior improvements on commercial properties located inside the Thrive in the 05 boundary. The program is aimed at helping property owners attract customers and enhance commercial corridors within the district bounded roughly by Interstate 10, Speedway Boulevard, Stone Avenue and Miracle Mile.

Under the Thrive Storefront Renovation Project, the city will distribute funding to as many as three exterior improvement projects. The total construction pool for the initiative is capped at $500,000; individual award amounts will depend on project scope and available funds. Eligible applicants are commercial property owners within the Thrive in the 05 zone; proposed projects must be sited inside the zone boundaries to qualify for these particular funds.

In addition to the main storefront renovation grants, property owners located in the Historic Miracle Mile District have the opportunity to apply for a separate line of funding intended to support work that aligns with the district’s historic character. That program could award funds to as many as five property owners, with each eligible recipient receiving up to $10,000 for exterior improvements that match the historical character of the area. The intent is to encourage restoration and maintenance that respects the district’s architectural history while improving streetscape conditions for businesses and pedestrians alike.

The city has set clear application windows for both streams of funding. Applications for the Thrive Storefront Renovation Project will be accepted beginning June 1 and will close Aug. 21 at 4 p.m. Applications for the Historic Miracle Mile preservation funding must be submitted by Aug. 9 at 4 p.m. Property owners interested in submitting proposals are advised to note those deadlines and to ensure that their projects fall within the specified geographic boundaries established by the program.

To help prospective applicants understand program requirements and the application process, the city will host a virtual information session on June 25 from 4 p.m. to 5 p.m. The meeting will be held via Zoom and is intended for property owners to ask questions about eligibility, allowable improvements, and application documentation. The storefront funding program builds on a larger federal investment in the Thrive in the 05 neighborhood. In 2023, the U.S. Department of Housing and Urban Development awarded $50 million to carry out a transformation plan for the area, a response to decades of disinvestment identified in earlier planning. Projects seeking funding under the current storefront initiative must fall within the Thrive in the 05 zone boundaries established for that broader effort; the city’s housing department will evaluate proposals with those boundaries and the transformation plan in mind.
